Six months after Freak Nation and the events of "Learning of Alec", Terminal City begins to disintegrate under the pressure. Max's policy of non-violence is leaving the transgenics open to the Familiars plans, and the transgenics are beginning to agitate for Alec to take over. There is an illness stalking the children in TC as well, and there are new (and known) faces coming to TC every day. Who among them is a traitor?
